насчет документа, выложенного 10-4
я быстренько пока просмотрела его и увидела банальное противоречие относительно следующего:

Use numerals with units of time or measure, and insert а space between the number and the unit, except before , C, F, ˚API, K, %, and after a currency code

с валютой понятно, но согласно Guide for the Use of the International System of Units (SI) от 2008 года (может что-то опять (снова) изменилось) должно быть:

In the expression for the value of a quantity, the unit symbol is placed after the numerical value and a space is left between the numerical value and the unit symbol.

The only exceptions to this rule are for the unit symbols for degree, minute, and second for plane angle: º, ', and ", respectively (see Table 6), in which case no space is left between the numerical value and the unit symbol.

Example:
t = 30.2 ºC but not: t = 30.2ºC or t = 30.2º C

затем запятая в цифрах. cf:

Use а comma in numbers 10,000 and higher, i.e. 30,000; 71,251,022; but 9999; 4000.

Because the comma is widely used as the decimal marker outside the United States, it should not be used to separate digits into groups of three. Instead, digits should be separated into groups of three, counting from the decimal marker towards the left and right, by the use of a thin, fixed ыpace. However, this practice is not usually followed for numbers having only four digits on either side of the decimal marker except when uniformity in a table is desired.

(The first of these recommendations once again recognizes that unit symbols are not like ordinary words or abbreviations but are mathematical entities—see Sec. 7.2.)
