"The US Internal Revenue Code is written in a language very similar to English. In fact, it is the verisimilitude, rather than distinction, that beats tax law students because each word in the Code has a meaning of its own, even though the same words could have several different meanings in English.

One of the major differences between Code language and English is that Congress has absolute power over the language of the Code and only a minimal command of English. The best evidence is that Congress feels free to change the meaning of any word or phrase--or even the location of a country--in the Code. The miracle is performed by mumbling the magic formula "for the purposes of this . . ."

Take Section 274(h)(3). My 1995 edition says:

"For the purposes of this subsection:
(A) the term "North American area" means the United States, its possessions, and the Trust Territory of the Pacific Islands, and Canada and Mexico."

You may probably wonder what happened to Central American nations, Bermuda, The Bahamas, and Jamaica, all of which are considered part of North America by exerts on geography. The sense of loss must be felt the sorest about Greenland. Yet, as far as taxation of income is concerned, Congress has the ability to define a part of the world in any way it may want. For that matter, Congress could have included England--or just Yorkshire--in its definition of North America if it so wished."
