Subject: capital spending econ.
Коллеги, помогите пож-та разобраться со значением фразы Once this had been done capital spending usually stopped в приведенном ниже тексте (интересует только эта фраза). Заранее спасибо.

Мой вариант: Как только был налажен экспорт, капиталовложения в средства производства прекращались.

Development in the colonies, particularly in Africa, was not encouraged and industry in particular was actively discouraged so as to give domestic producers easy access to colonial markets. One major area of investment was mining, which took up two-thirds of all the capital investment in Africa before 1935. By then minerals accounted for over half the continent's exports and in some cases, such as northern Rhodesia with its extensive copper deposits, they were all but 4 per cent of the total. The communications infrastructure was usually very limited - some railways and ports were built but they were to ensure the export of the crucial raw
materials the Europeans wanted. Once this had been done capital spending usually stopped. In Africa two-thirds of the continent's railways were in the mining countries of South Africa, the Rhodesias and the Belgian Congo. Little attempt was made to educate the local population. In 1921 out of a population of nearly 3 million in French Equatorial Africa, only 4,000 children attended primary school. In the late 1950s, just before the Belgian Congo became independent, there were sixteen African university graduates in the whole country and not one lawyer, engineer or doctor. In the top three grades of the administration there were 4,500 Europeans and six Africans. The main reason for this situation was that the Belgians did not provide secondary education for the African population.
