Проведены предварительные переговоры с Госгортехнадзором по согласованию операционных стандартов с целью их легализации и увеличения их весомости для подрядчиков, чтобы в дальнейшем включить их в опросный лист подрядчика.

что-нибудь типа:
кто-то held preliminary negotiations with ... about the possiblity of establishing common operating standards that would be included into contractor questionnaires. Common standards would be seen by contractors as more credible.

в дальнейшем - глагола в будущем времени достаточно
легализация - они что, внесут законопроект по этому поводу? вряд ли.

agreement on

"alert Contractor to their importance" = make the Contractor notice that they are important or dangerous

reach agreement on them to ensure that they "pave the way for" = ужас

"to ensure that they are are given, alert and pave" = stylistically lamentable. either the passive or active voice.

"subsequent inclusion/incorporation into the future Contractor Questionnaire" - subsequent and future = something is redundant

and finally, the entire sentence is clumsy. do they need common/uniform standards to give them some official status, impress contractors or include them in questionnaires? you have to make a decision and write it in concise and clear English if your piece of text is informative
