Yep, it's used as a metaphor. Consider: The car factory is laying off = mass redundancies in the car sector = difficult to get a job in the car sector. It's used in exactly the same way here as a kind of set-phrase, even if the actual 'English (language) factory' doesn't exist - the meaning is that there's no future in specialisation in English language as it's in decline. |
