Это типичный пример бессмысленного корпоративного жаргона. Вот в сети нарыл на эту тему статейку. А как перевести в вашем случае actionable, я сдаюсь!

Dear everyone on the internet particularly those who fancy themselves as project leaders and task delegators:

The word actionable only means one thing. It means “Subject to or giving cause for legal proceedings.” So if you say “Here are some actionable steps” or “Here is an actionable list” (and I’m not linking because the errors are often made by people I genuinely love and respect who are far smarter than me) you are saying “Here are some things you can sue over.” But the context you’re using clearly says you are not referring to our great judicial system but browbeating actionable to try to mean something a person can do, like an action item.” Action Item is a horrid term, I know, and I see how actionable seems like it should mean what everyone is trying to make it mean, but at the end aof the day, it’s a straight up legal term. We have a lot of words in the English language, and although we are complex humans performing complicated tasks, it is not necessary for us to maul the language to be understood. Let’s leave actionable to those who need an elegant term for grounds for legal proceedings, since that’s what it means anyway. Personally I like to call them “tasks” but maybe that’s too facile for your salary. Thank you for your understanding.
