Коллеги,какая степень ограничения заложена в этом MAY NOT?

may not - когда он может и имеет право на что-то и сам решит давать ему эту информацию или нет. а shall - имеет смылс must те должен, и без всяких желаний хочешь того или нет.

Hmmm...
In this case "may not" denotes express prohibition (withdrawal of pemission), not possibility.

may not = is expressly prohibited

shall not = withdrawal of obligation.

AUXILIARY NEGATION may not = permission

Because of the diametric opposition of meaning between 'permission' and 'obligation,' an odd-seeming equivalence exists between may not (= not permitted to) and mustn't (= obliged not to)

А мне кажется, что A a.k.a.A права
ему не разрешается включать информацию, которую он обязался не разглашать. Потому что тут еще is required.
Или случай с may: You may go now (taecher to students), т.е. "авторитет позволяет". А здесь наоборот - "авторитет" не позволяет...

Прошу меня ногами по лицу не бить... :)
