At present within the framework of scientific research work he studies technological and economic aspects of the cooperation of the Russian Federation and the Peoples’ Republic of China in the field of nuclear energy.
We attach high value to strengthening cooperation between ***** and *****, and hope that (name) will make a significant contribution to this cooperation within his probation period.
To our regret, due to circumstances out of our control, we are significantly limited in time – by the 20th of January we are supposed to inform the Ministry of Education and Science of the Russian Federation, advising the implementation of the Intergovernmental agreement, about consent of the Chinese party to the probation of (name). Therefore we would be grateful to You for the most urgent reply.
We must add, that according to the Intergovernmental agreement, (name)'s probation time is financed by the Ministry of Education of the People’s Republic of China, therefore the Tsinghua University does not incur any expenses.

В рамках Межправительственного соглашения между РФ и КНР о стажировке студентов и молодых преподавателей мы просим Вас дать согласие на стажировку в №(*"?%"№(* сроком на 10 месяцев, начиная с 1 сентября 2007 г. студента 5 курса Гуманитарного факультета ****** (имя), обучающегося по специальности "Международное научно-технологическое сотрудничество".

(имя) - один из наиболее сильных студентов нашего факультета и ***** в целом. За 5 лет обучения он имеет только отличные оценки. Свободно владеет английским языком, на бытовом уровне – китайским. В настоящее время в рамках учебно-исследовательской работы он изучает технико-экономические аспекты сотрудничества РФ и КНР в области атомной энергетики.

Мы придаём большое значение укреплению сотрудничества между ******* и Университетом Цинхуа, и надеемся, что ********* в ходе своей стажировки сможет внести заметный вклад в это сотрудничество.

К нашему большому сожалению, в силу не зависящих от нас причин у нас очень мало времени – до 20 января мы должны сообщить в наше Министерство образования и науки, которое курирует ход реализации Межправительственного соглашения, о согласии китайской стороны на стажировку *******. Я подозреваю, что речь в Вашем письме о стажировке студента в Китае.
Probation, на мой взгляд, не лучший вариант перевода слова "стажировка".
Я бы перевел "a 10 month study placement at ..."

С чего начать ... легко смеяться над китайскими переводами, ага. Местами проще перевести заново (я сегодня вредная)
