Блокировка карты (клавиша 3): бесплатная услуга, позволяющая блокировать карту.

Предоставляется возможность выбора в режиме тонового набора одной из следующих причин блокировки карты:

"потеря" (клавиша 1),
"кража" (клавиша 2),
"карта оставлена в банкомате" (клавиша 3),

I think here they talk about a credit card being frozen or locked, but not blocked.

"кража" = STOLEN
"карта оставлена в банкомате" = CANNOT BE RETRIEVED FROM ATM/WAS LEFT AT ATM
"иная причина" = OTHER REASON

AND THEY WILL BLOCK YOUR CARD ONCE YOU TELL THEM TO (SO THAT NO ONE CAN USE IT)

карта заблокирована -это значит, что по ней прекращены операции. Может быть заблокирована как самим банком (в случае подозрения на мошенничество, например), так и по инициативе (по звонку/заявлению) владельца - в случае потери, кражи и т.д.

тот процесс, который Вы описываете - это "блокировка" определенной суммы на счете - в этом случае ТОЛЬКО эта сумма недоступна владельцу до тех пор, пока не будет произведен расчет для которого сумма была заблокирована. Цель такой блокировки - "резервирование" определенной суммы для оплаты возможных будущих чарджей - например, в гостинице, авто напрокат и тд. Как только чардж взимается, остатки заблокированной суммы возвращаются в свободное пользование. Это нормальный процесс - никакого отношения к заблокированию карты не имеет.

anyway, i’ve phoned my visa, master card my bank. With minor variations, they all said:
when a credit card is either lost, stolen, pin number is compromised, or fraud/identify theft is suspected, the card is deactivated/cancelled and a replacement card with a new number is issued. having said that, i do understand that credit card issuers in russia my operate differently.

watchekeeper, аннулирование(cancellation) карты - это всегда необратимый процесс, и он не всегда Вам нужен. Если Вы в магазине полезли в кошелек и не обнаружили в нем свою карту, Вы не будете звонить в банк с просьбой немедленно ее аннулировать, можно ее просто заблокировать, чтобы никто не смог воспользоваться деньгами на Вашем картсчете, а карточка еще может запросто найтись дома и тогда счет Вам разблокируют. Опять же, если Вы "перебрали" Ваш лимит на картсчете, банк заблокирует Вашу карту до тех пор, пока Вы не внесете необходимой суммы на картсчет, но не рассчитывайте, что он немедленно аннулирует Вашу карту.

Блокирование - это временное (или промежуточное) действие, аннулирование карты и выпуск новой - это совсем другая песня.
Вы конечно можете упорствовать и дальше, не признавая очевидное, если Вам это нравится, но право же, это смешно.
