Statutory Background

The 1996 Farm Bill requires that nonrecourse marketing assistance loans and loan deficiency payments (LDP) be implemented for the 1996-2002 crops of soybeans and minor oilseeds. National average oilseed loan rates are set annually based on the following formula and conditions:

* for soybeans, 85 percent of the simple average price received by producers during the marketing years for the immediately preceding 5 crops, excluding the highest and lowest prices, but not less than $4.92 per bushel nor more than $5.26 per bushel,
* for each of the minor oilseeds, sunflower seed, canola, rapeseed, safflower, mustard seed, and flaxseed, 85 percent of the simple average price received by producers of sunflower seed during the marketing years for the immediately preceding 5 crops, excluding the highest and lowest prices, but not less than $8.70 per hundredweight (cwt) nor more than $9.30 per cwt, and
* for any other designated oilseed, i.e., crambe, not less than the amount on a per pound basis compared with the soybean loan rate.

2туман: да нет, не имею, раз есть достоверные сведения что оно так по-ихнему называется, пусть будет ойлсид. мне просто лень было самому эти сведения искать (а вот Сова могла бы не не полениться :)
