естьли в англ такие фразы-тянучки?

А что мешает объяснить описательно? Сказать, что у него привычка растягивать слова.

Agree with tentra. In the U.S., public pronouncements by some politicians, most notably President Bush, often make even marginally educated people drop their jaws.

And, while sometimes, these Presidential "bloopers" translate well into foreign languages, most of the time they don't. When Bush constantly says "new-killer" (insterad of "nuclear") or "sabliminable" (instead of "subliminal") it bears singnificance to English speakers. Likewise, Yeltsin's mistakes are probably more funny to Russians. Of couse, if you are translating some article, which focuses on language use, you should probably find equivalents for Yeltsin's "linguistic pearls" in English.
