По сути не понятно только как передать здесьна русский the primary importance и связать русскими временами would и could

Простите, а не проконсультируете немного по поводу употребления в этом предложении would и could?

Ну так, наверное, потому что это в порядке рассуждений: какое влияние оказал бы influx of emission allowances (т.е. пока это не произошло, но если бы было, то страны могли бы allocate more emissions to...) ИМХО.
