фраза из договора. Статья "форс-мажор". контекст:
The circumstances of force majeure are deemed to be the circumstances which arose after signing of the Agreement as a result of unforeseen and unavoidable by the Parties, under given conditions, events of extraordinary nature, namely: flood, fire, earthquake, high snow and other Acts of God as well as war, military actions, blockade, strikes, acts or actions of the state authorities, impeding performance of obligations, and also other circumstances which are beyond the parties' bona fide reasonable control.

все понятно, кроме вышеназванной фразы.

А чем не нравится "препятствующие выполнению обязательств (по договору)"?

спасибо за помощь:) Я не сообразил, что эта фраза относится к acts or actions of the state authorities. теперь все нравится. Надо только отдохнуть немного. Извините, что беспокою по пустякам.
