над своим вариантом еще думаю

5.2. If the Contractor’s representative has to move beyond the limits of Moscow Ring Road a cost of one working hour of the Contractor’s specialist is increased by amount of compensation of time spent to drive to site and back to Moscow.

иммется в виду, что если ехать туда час, обратно час, и 4 часа работы
то платится за 6

сказано -- увеличивается стоимость часа, а не количество часов
это выглядит немного weird, но написано именно так, то есть в вашем примере будет часовая ставка в 1.5 раза выше, чем внутри Москвы, а количество часов все равно 4.

Oops, извиняюсь...даже не представляю, из каких темных уголков сознания это появилось..
И так, снова:
If required (if business needs/if Client/ requires him) to work on sites located beyond the MKAD Circle, the Contractor rep’s hourly rate (cost) shall be altered / raised so as to compensate for round trip times from / to these sites.
если я правильно понимаю, конечно.
