Any works/activities subject to licensing requirements/to be licensed in RF never/have not been carried out by Company.??

Involved is not very suitable because a company may be involved in a certain activity but not be conducting the same. What is meant here is that none of the businesses, licensing of which is mandatory pursuant to the Russian laws have been conducted by this company.
No activities!!! BUSINESSES (as per the articles of association of the company)! (provided that it's a commercial company).

It would have been "DID NOT carry on" if a period of carrying on thereof was indicated. Otherwise the perfect tense should be used.
