Подскажите, пожалуйста, как перевести "highly structured packages" в данном контексте.

Professor Sulkunen, in addressing ‘what works?’, pointed out that it was a superficially pragmatic question, the kind of question that professionals would ask implying that underlying the programme was a unity of goals, a consensus on the goals and some way of measuring its achievements. However, these conditions could not usually be met. Even highly structured packages were interpreted differently in different contexts. So the question ‘what works?’ was extremely difficult to answer.

highly structured здесь вероятнее всего - высокоорганизованные, а вот packages - это к Пушкину... то есть к Professor'у Sulkunen'у.
