А надо перевести вот это предложение:

Since the fourth quarter is fast approaching, the quarter in which the highest demand for oil exists because of a build up in stock for the winter months, there is no reason to doubt that oil prices will continue to be on a tear.

предложу такие варианты:
oil prices will continue to be on a tear - цены на нефть, как и прежде, будут "в улете"
ASP.NET is on a Tear!!" - ASP.NET на взлете/в отрыве/на подъеме
