Русский вариант:
Ни одна из сторон не вправе передавать свои права по Настоящему договору третьей стороне без письменного согласия другой стороны.
Консультант отвечает за неисполнение или ненадлежащее исполнение обязательства третьими лицами, на которых было возложено исполнение, согласно, Настоящего договора.
Я перевел (и видимо потерпел фиаско):
Neither of the Parties able to yield up rights of present Agreement to third party without written consent of other Party
The Consultant is responsible for non – compliance or improper execution of the obligation by third parties with devolved responsibility , according to present Agreement.

IMHO

Neither of the Parties is entitled to delegate the rights hereunder to the third party without written consent of the other Party.

The Consultant can be hold liable for failure to execute or undue execution..., pursuant hereto.

Neither party shall be entitled to assign its rights hereunder to any third party without written consent of the other party.

The consultant shall be liable for nonperformance or undue performance of the obligations by third parties upon which the performance has been vested pursuant to this contract.

согласно - это дательный падеж - согласно НастоящеМУ договорУ.

вместо "performance" может быть discharge или fulfillment, со всеми тонкостЯми - к лоерАм.
