Как понимать это?
Известно, что "historically" переводить буквально - "исторически" - не корректно.
"Speaking" - как составная часть "generally/striktly/roughly speaking": вообще/собственно/грубо (примерно) говоря.
E.g.: Historically speaking, there is some debate between the USA and Europe.
Kак быть с этим "historically speaking"?
Как часто говорят, как всегда говорится, что ли??

а мысль как-нибудь развивается? В чем debate?
а так "с исторической точки зрения", "рассматривая исторический аспект", "традиционно Европа спорит с США (между ними имеется какое-то противостояние)" ?? (speaking особой смысловой нагрузки не несет. ИМХО.)

Полностью согласен с pupil. Лучший вариант: "с исторической точки зрения". Но контекста все же не хватает.

E.g.: What a lukewarm explanation. Sounds more to me like they have no idea why stuff didn't turn out as it was supposed to. I believe exit polls have proven to be extraordinarily accurate, historically speaking. Someone should look into this and see if it's actually true.
