Пожалуйста, помогите перевести. Суть в том, что я не знаю, когда употребляется выражение "показатели по долговым обязательствам", а когда просто "долг" и когда "показатели по облигациям".

Выражение встречается в следующем контексте: Ukraine compares favourably with its rating peers in terms of important budgetary and debt indicators. In terms of general government debt/revenue, Ukraine registers a ratio of 71% (2005E), compared with Philippines (B1)...

или в другом контексте:
Ukraine's debt servicing ability is far superior to peers in its current rating category, thanks to several years of large current account surpluses and prudent fiscal policy, previous debt restructuring...

Кстати, здесь же current account surpluses - это профицит текущего платежного баланса?
