Предположительно, речь идет о взимании Производителем штрафа с Дистрибьютера по ставке, складывающейся из учетной ставки ФРС(?) + 5% годовых, от цены [товара]

Are you sure Kate, they're called Federal banks? I've heard about the Reserve Banks only and never about any currently existing Federal Bank "of The United States".
