У меня самой что-то корявенько получается:
It is believed that pharyngeal tonsil (PT) from the time of sexual development starts to retract up to complete involution.

Особенно сомневаюсь в "старте".

Анатолий Д: формально Вы совершенно правы. Однако в реальной жизни возможен перехлест, и by the time в принципе можно использовать - носители поймут. Но заменить тоже можно...
My gut feeling is that by the time would actually be more appropriate in this instance, as the two processes (onset of the gland reduction and reaching of the sexual maturity) are not occuring in a relay (that is, mutually exclusive) fashion, but rather, simply coincide. To emphasize this, 'by the time' sounds somewhat better, for what it's worth...

I already pointed at this issue -- whenever two options are available, the clearer one is usually rejected, and the more confusing is accepted, just to affirm that someone else's opinion does not matter.

In the Russian original, the gland process starts after the maturity but in your translation, before -- this is the difference. The Russian text states this is a "medical fact" not a "gut feeling."
