Germany, too, saw its already well-established, industry-by-industry wage-bargaining system—with an institutionalized pattern of wage leadership by the metal-workers union—reinforced and made more effective by what one might call 'arm's-length corporatism'.
'Face-to-face corporatism'—the Konzertiert Aktion of 1967-78—also helped to create shared expectations between employers and unions, but a condition of the unions' participation was that there should be no attempt at norm-setting.
