Subject: поднадзорных служб ?
Anyone know what these are - поднадзорных служб? How are these different from надзорных служб?

context: регистрирует в государственных контролирующих органах должностных лиц, ответственных за проведение работ повышенной опасности и соблюдение специальных требований поднадзорных служб;

надзорная служба - supervision agency / company
поднадзорная служба is subject to supervision from such agencies / companies

Let put it this way. Every construction site (for example) must have its safety department. And this MUST is supervised by a state supervision agency. Like several times a year an audit (or inspection) group from the state safety agency is coming down on site to check whether all safety requirements are met. If not, local safety department will be the scape goat.

So, effectively, the sub-supervision agency is a department within the construction company (or client)? It reports to teh government but is in fact independent?

Thanks for explaining this to me. My document, funnily enough, is a construction agreement (project administration and oversight).

If state supervision is required it does not mean that state inspectors will be present at construction site at all times.
Supervision will be responsibility of a specific department within the Company (Client) with regular (more or less) inspections from the state agency.
The difference is very simple: state agency (Third part, or as we call them here in Russia 'the Third eye') is independent from the Company, but it reports to the state.
