Patient initials should be the first letters of the patient's first and last names. For German patients only, please do not complete the initials.

Написано в инструкции по заполнению страницы в ИРК.  Полужирное выделение из оригинала.  Я не понимаю последнее предложение. Что оно может значить? "Do not complete the initials", думаю, значит "не заполнять поле для инициалов". Само поле из двух клеточек состоит.

Не указывать инициалы. Ток не очень понятно: не указывать только немцам или всем, кроме немцев.

Если б я хотел сказать, что эти графы предназначены только для немцев, а остальным заполнять не надо, я бы писал эти предложения через точку. А эта запятая смущает - как будто обращение именно к немцам, мол, не заполняйте, спасибо.

Lapelmike, я бы как раз прочитал это вполне однозначно: немцам не заполнять (а остальным заполнять).

Любопытно, по каким соображениям такое указание, но это уж авторам виднее.

Могу допустить, что это связано со спецификой нормативно-правовых требований по защите персональных данных (в частности, персональных данных участников КИ) в Германии.

Over the last couple of years, German regulatory authorities have increasingly focused on the mechanism used to key-code health data. For example, regional authorities in Bavaria, Brandenburg, and Mecklenburg-Vorpommern have expressed reservations about the use of initials and date of birth as coding mechanisms because this method would allow for a fairly easy identification of patients – in which case the key-coded data would not qualify as pseudonymous data and the data minimization principle may be violated. The issue has also been debated in the Working Group on Science and Research (Arbeitskreis Wissenschaft und Forschung), which regularly brings together German regional data protection authorities in an attempt to streamline their positions. While the working group has not adopted a formal position, a majority of members apparently considers that patient ini- tials or full birth date, in principle, should not be used.
