Выражение встречается в следующем контексте (и кроме этой статьи нигде его не вижу):

For ANC, lymphocyte count, platelet count, and WBC count, the model included a maximum sunitinib effect (Emax) on the proliferation rate constant ( kprol ) in the stem cell compartment, whereas for hemoglobin, the model included an effect first-order rate constant (kPD) effect on the k prol  constant in the stem cell compartment.
