Это, видимо, что-то специфически кенийское. Обычно в английском просто set the matter for trial/hearing/proceedings etc. В порядке бреда: принимает дело к производству в части вынесения распоряжений о порядке действий соответственно (в первом абзаце) по принятию/рассмотрению заявления (т. е. заявления директора) о передаче дела (на рассмотрение этого самого апелляционного суда, т. е. reference = referral) и (во втором абзаце) о порядке слушания дела
