Подскажите пожалуйста, как лучше обозвать эту декларацию. Точнее про какие границы они пишут? Вроде все понятно, но вот русского слова подобрать не могу.

Контекст такой:
You can forget about running to Canada. The government already has that
covered: in December 2001, Canada and the US signed the “Smart Border
Declaration.” The plan is ostensibly aimed at stopping terrorists, but many of its provisions will likely be used to make escaping to Canada more difficult once the draft is reinstituted.
