I found an office, hired an MD*, and made offers to three staff other key members. I also bought office furniture and set in place all next steps, as well as seeing lawyers etc as normal.

Вообще, я не носитель яз., но вызывает сомнение правильность фразы "to  three staff other key members"...

ИМХО, речь идет о категориях работников. Обычно в компаниях есть разделение работников на Staff и Agency, то есть на постоянных работников и "контрактников". В вашем случае, возможно, имеется в виду "staff/other key members", но на письме (в неофициальных текстах) косую черту часто опускают без ущерба для смысла.

'three staff other key members' is incorrect English. The author may possibly have meant 'three other key staff members' (ie, three other important/essential staff members). 'staff members'/'members of staff' is a standard phrase for 'employees' -- usually ones who are employed on a permanent basis (either full- or part-time) and so enjoy certain employment rights -- as opposed to, say, s.o. who is only employed by them occasionally or whenever they need him. Alternatively, the author may have omitted one or more words by mistake.

'all next steps' also doesn't sound very English. In well-written English it would normally be something like 'all (of the) subsequent steps'.

'as normal' here probably just means 'as is normal (practice) in such circumstances'/'as per normal (practice)' as you say -- but I'm just assuming that.

It reads as though it's been written by someone with quite good (8-9/10), but imperfect, English.

Yes, 'three staff/other key members' is also a possibility. The author is either someone who has imperfect English, or can't type, or both.
