As a new era of truly organized and disciplined situation management is brought in, it may also be that there can be an element of overseeing XXX's problem areas. EG YYY to bring on trouble-shooters on short term contracts to address specific problems, and indeed to address specific growth requirements.

Что-то с трудом я понимаю этот язык:

1)  to bring on trouble-shooters on short term contracts - привлекать специалистов по улаживанию конфликтов , заключая с ними краткосрочные договоры, для решения конкретных проблем  (или просто "заключать краткосрочные договоры со специалистами по улаживанию конфликтов для решения конкретных проблем*)

2) specific growth [ requirements ] (MT - удельный рост - вообще не в тему...)

and indeed to address specific growth requirements - и, фактически, выполнять конкретные требования, связанные с [ростом, развитием?]

для решения конкретных проблем и .... выполнения  конкретных требований

trouble-shooters: A 'trouble-shooter'/'troubleshooter' is usually just s.o. who diagnoses and fixes/sorts out a fault/problem (or faults/problems) in sth, as in a 'computer trouble-shooter' = a computer specialist who diagnoses the problems in faulty computers and fixes them so that they work correctly. 'trouble' here just means 'fault(s)/problem(s)' and 'shooter' is a figurative term for 'solver'.

Usually there's no улаживание конфликтов/conflict-resolution (or even any conflict) involved at all, just a fault of some sort. 'Trouble-shooters' can work in almost any sphere of activity -- fixing computers, repairing broken dams, working out why businesses are inefficient and suggesting remedies, or almost anything. Therefore I would omit the ref to улаживание конфликтов unless you know that the trouble-shooters are being brought in to fix a conflict of some sort -- say, between the organisation's workers and its management, or between members of the board of directors, or whoever.

'growth requirements' here means 'things that the organisation needs (or needs to do) in order to grow'.

specific growth requirements: here, this just means 'growth requirements that are specific to this organisation', ie not general growth requirements. 'specific' here refers to 'requirements', not to 'growth'.

leka11, почти так, только я бы подумал, как построить фразу не с "требованиями", а c "потребностями" (напр., "...реагирования на конкретные потребности роста").

to address specific growth requirements - указать/изыскать специфические возможности для роста. Рост здесь обобщенно и производство, и эффективность, и компания в целом.
