PLEASE HELP

The Company's case is that all the matters identified in paragraph 2 are relevant (and can be relied upon) not only as to credit, but as part of the substantive issues for determination.

Вообще я со всем этим предложением запуталась, но особые вопросы вызывает фраза "as to credit"

Помогите, плиз!

not only as to credit - not only to give them a credit (to praise)  for a good job

здесь речь не про похвалу, а про достоверность документов/фактов и проч. в ходе судебного разбирательства
