Добрый день!

Помогите, пожалуйста, с переводом согласия на выезд заграницу.

Мне известно, что поездка будет в сопровождении матери ребенка, которой я предоставляю полномочия на время поездки решать все вопросы, которые могут возникнуть во время поездки, и которая по окончанию срока пребывания за границей обеспечит своевременное возвращение нашей дочери на территорию страны. I am aware that the trip will be accompanied by the mother of the child, whom I authorize to resolve all the issues concerning our daughter that may arise during the trip and who ensures timely return of our daughter to the territory of our country after the end of the period abroad .

"resolve all the issues"  ⇒ например, "handle all matters"

А вообще лучше перефразировать: "которой я предоставляю полномочия на время поездки решать все вопросы, которые могут возникнуть во время поездки" ⇒ например, "who is (hereby) authorized to act for me according to her best judgment in any emergency"

Тбилиси, 1991 год.  

Собрал я все документы для выезда и принеc в районную милицию. Через несколько дней прихожу за справкой. Мужик говорит "неправильно одна справка составлена. Твой тесть из Днепропетровска написал "Я знаю, что моя дочь уезжает в США и даю своё согласие". Я удивленно спрашиваю, а что здесь неправильного? Он говорит, надо написать "оповещен и претензий не имею". 

Я знал, что эти твари из меня кровь выпьют, пока паспорта дадут. Я повернулся и пошел к выходу. Он мне в догонку кричит:

-Эй, ты куда? 

-в Днепропетровск  за новой справкой. 

Мужик так по-отцовски:  

-Ну что ты себя ведешь как ребенок? Сколько тебе обойдется поездка в Днепропетровск? 

-Пятьсот рублей.  

-Ну давай эти пятьсот рублей, и никуда ехать не понадобится.
