Ночные рассуждения: shall without discretion co‑operate in ensuring that ... - должны взаимодействовать друг с другом (согласовывать свои действия) для обеспечения того, чтобы требования Устава были также незамедлительно выполнены ... а если бы они (каждая в отдельности) действовали по своему усмотрению (use their discretion/act at their own discretion), то никакого взаимодействия (согласования действий) не было бы? Заранее спасибо за идеи. |
