You could also use the common set construction 'x is not an end in itself' where 'end' = aim/objective/goal.

How about 'Justice is not an end in itself'? It depends on what exactly право means in your case, of course.

'exerted (open/overt/undisguised) pressure' all sound fine to me. 'undisguised' sounds slightly more emphatic than the more neutral 'open', but may be suitable; it depends on how forcefully the author is writing and how annoyed he is about the issue. 'exerted blatant pressure' sounds more forceful still.
