It's a common expression which just means that rats are everywhere. 'Rat' also has a figurative meaning of 'a person who will cheat you'/'an untrustworthy person', as in eg 'love rat' = 'a spouse or partner who has sex with a third person'. In your article, though, 'rat' appears to be meant literally.
