Ни Закон о МКА, ни Конвенция ООН о признании и приведении в исполнение иностранных арбитражных решений не запрещают передавать на рассмотрение международного коммерческого арбитража споры между резидентами одного иностранного государства. Возможность передачи таких споров в МКА также признается международной арбитражной практикой

Меня интересует грамматика:

вроде бы, надо "to prohibit somebody from doing something" или "to prohibit something"?

Или все же возможен инфинитив:

... "does not prohibit to refer disputes between residents of one foreign state to an international commercial arbitration"...

(does not prohibit referral of disputes between...to)?
