(тема - санкции) - речь идет о различных отчетах, которые будут подаваться в комиссии Конгресса США.

попросту говоря, "добиться согласия на исследование не сложно"

Да, у них есть некий этап "to study an issue" в результате которого вырабатывается "report" и его выводы сосвем не обязательно приведут к новым санкциям. Не сложно добиться добиться согласия на начало такого "study".
