Я бы советовала части предложения местами поменять, да и вообще в данном случае вполне можно дословно перевести: What's a lake without its inhabitants?

Вообще-то по-хорошему animals - это только млекопитающие. Птицы и рыбы - это не animals. Так что я бы на вашем месте заменила the animal world на wildlife.

Поэтому должно быть так:

(This doesn't necessarily imply that there are already no inhabitants there; it's just a way of saying that if the lake DIDN'T have any inhabitants, it wouldn't be very good. Similarly 'What is a man without his pride?' just means 'Pride is important if you're a man').

Suggestions for minor improvements in style, however (if you want them):

* 'fishing has such a high level' => 'fishing has (got to/reached) such a high level'
(I assume this is just a typing error by you).

* 'reaches ten thousand people!' => 'gets as high as ten thousand!'/'gets as high as 10,000!'
(This is a standard way of saying this if, say, the figures are 9,600 in year one, 10,000 in year two and 9,800 in year three).
(You don't need to include 'people' in an example such as this, as it will be clear from 'offenders' that people are being referred to).

'numbers' is often used in place of 'population'/'populations' when referring to animals, eg:

* 'elephant numbers in Africa are down to 7,000' = 'the elephant population in Africa ....'
* 'tiger numbers in Africa and Asia have reached 12,000 and 14,000 respectively' = 'the tiger populations in Africa and Asia ....'

You can use either.
