Then press parallel both angle fittings (by two hands) into the hole till they snap into place.

Видимо, они хотели сказать, что при запихивании двух колен (angle fittings) в отверстие последние 4 мм хода эти колена пропихиваются с трудом.

Meaning of 'step' here? I'm not sure, although others may know. The meaning of the rest of the passage is fairly clear, but it hasn't been written by a native English-speaker. So 'step' may -- possibly -- not be the right word for the context.
