Both BP and Shell have used premium products in the past to get clean fuels out into the marketplace ahead of regulatory deadlines. As things stand, the regulations have now caught up so that, for example in Germany – where the premium gasoline market is hottest – it’s rather difficult to see the practical advantages of these fuels to the customer. All gasoline must contain detergents.

Проблемы со вторым предложением и непонятно, как перевести detergent в данном случае.

detergent - моющая присадка (для удаления нагара из двигателей)

Идея в том, что требования к качеству всех вообще продуктов выросли настолько, что нет смысла предлагать какие-то особо замечательные (premium) их разновидности - покупателю это ничего не даст.
