You'll probably need to paraphrase it heavily. Try something like: * 'of Road-Building'
* 'of Road Construction'
* 'of Highway Construction'
* 'of Highway Engineering' 'Highway' is probably better as it sounds slightly more formal. Avoid using 'Highway(s) Department', at least in the UK, because that's the department of a local (county/city) council responsible for maintaining the roads in their area, eg: http://www.rutland.gov.uk/transport_and_streets/roads,_highways_and_pavements.aspx For the UK you don't need 'automobile'/'car'/'motor car' before 'highway'/'road' as they're not necessary; in fact they will all look odd. I don't know about the US.
