Who writes this rubbish? 'cross-sectoral context'.... 'cross-cutting initiatives'.... Most native English speakers wouldn't understand this bureaucratic jargon either.

* 'Strengthening' relates to 'approaches'.

* 'cross-sectoral' = 'affecting all sectors', as in the verb 'to cut across (different groups)', meaning 'to affect/apply to (different groups)'.
Example:
'The reluctance of Members of Parliament to bring back the death penalty cuts across party lines'.

* 'cross-cutting' probably just means '(affecting/applying to) several/all (sectors/departments/organisations/whatever)', but with the sectors/departments etc unspecified.

Rengo, в словарях и в инете нашла три варианта cross-cutting - межсекторальные, межведомственные и сквозные. Одно другого не лучше. Написала межведомственные. Чуть не сдохла над этим текстом.
