2. Ближе к делу. Параллельно идет работа с тем, что фактически выполнено (с отражением фактической конструкции), и с тем, что модернизируется.
Решение не панацея. Лучше специализированный программный комплекс.

имхо тут не документация имеется ввиду, а параллельная уже работа (см. контекст выше - интеграция подрядчиков и т.п), т.е. непосредственно уже фактическое исполнение, которое оч. тяжко координировать, когда много много независимых исполнителей .
