'per [15]' = 'at paragraph 15'? 'per' = 'as per' = 'as said by'??? I'm not a legal expert, though. Lords (peers) in the UK always take a title in the form 'Lord/Lady [their surname] of [a geographical location, usually somewhere in the UK]'. Often it's a place they're familiar with, such as their birthplace, or some other location they're fond of or have lived in. It dates back to the days when Lords lived in large houses in the countryside and owned a lot of the surrounding land/villages, and the area of land they owned was incorporated into their title. The tradition has continued, even though most peers nowadays don't own large areas of land. Also the 'of ......' is a way of distinguishing between lords/ladies with the same surname. So you'd have (for example) Lord Taylor of Abercrombie, but also Lord Taylor of Hastings. So that's their full title, but their shortened title would be just Lord Taylor. Ridiculous but true! Lord Neuberger is a judge and 'PSC' after his name = 'President of the Supreme Court' (of the UK). |
