It is the general rule of Russian law that changes in the law do not affect contractual relations to the extent rights and obligations under relevant contracts arose before enactment of the law (Article 422 of the Civil Code). However, this is also interpreted to mean that when, under contracts entered into before enactment of a new law, new rights and obligations arise (e.g., based on supplemental agreement) after the enactment of such new law, they should comply with the requirements of the new law because they represent a new contract. In particular, Russian courts view an order of goods under a framework agreement that requires both parties to sign a supplemental agreement specifying such order to be a stand-alone contractual relationship so that such supplemental agreement should comply with the law effective on the date thereof.

English = 9/10 -- but I don't know what an 'order of goods' means. Could it mean an 'order for goods'???
