Well, if технические решения means engineering in a broad sense here (it is mostly like the case), I still think it is better to leave it out. I mean I don't recommend something like this:

Manager of the Department of Service and Engineering -- not so good. It may sound verbatim but still unnatural. If you recast it like this:
Manager of the Service and Engineering Department - still I don't like the way it sounds. It is just off.

Because some Russians don't like the word manager (=начальник), you can go with 'Head':
Head of the Service Department
Head of the Service Center

Or you can follow Russian language and keep almost all the words. Russian clients will like it that way. You aren't translating for the US or UK anyway, are you? Highly unlikely. It probably doesn't matter then.
