I suspect that either:
* it should read '... , not subject to moderation, for debt settlement'; or
* there's a word missing after 'moderation of'.
You can't have 'moderation of for'.

(Also it should be 'the right of "XXX" to demand', not 'the right of "XXX" of demanding' -- but that's a separate issue, of course).
