1. Корректно ли построено предложение грамматически (использование Present Perfect, расположение грамматических частей временного конструкта в предложении).

2. Насколько корректен перевод на русский язык "При этом до настоящего времени в России не проводилась оценка экологического воздействия...", в части "до настоящего времени"?

"При этом до настоящего времени ..." в общем норм.
можно "Однако".
и можно "до сих пор"

Можно и "при этом", но чтобы подчеркнуть авторский замысел, я бы использовала "тем не менее" или "несмотря на вышесказанное"... Однако приведеннный Вами перевод ("при этом") ошибочным назвать не могу.

It looks like a translation into English to me, possibly from Russian. The English is about 8.5/10, but some of the articles (the/a) appear to be missing/used incorrectly.

* 'active participation of'
= 'the active participation of' or 'active participation by'
* 'neither has'
(This only makes sense if the author has already mentioned something else that hasn't been done/carried out, as in:
- 'He hasn't done any gardening today; neither has he done any housework'.
* 'neither has integrated'
= 'neither has an integrated' (or 'the' if it's already been mentioned).
* 'of entire LNG production'
= 'of the entire LNG production'
* 'nor has the comprehensive'
(You'd only say 'the' here if the assessment had already been referred to; otherwise, it's 'a').

The tenses used look fine to me.
