OZ думаю не нужно бояться переводить неправомерный как unlawful, illegal, lawless. Здесь именно об этом говорится. Я бы эту фразу написал to cause any person's particular action or decision thus benefiting/gaining/obtaing unlawful advantage and achieving other allegal purposes.

можно еще варианты разные. Это просто как один из вариантов.
