I feel stupid even asking this, but here's the sentence:

За это время в наместниках кавказских успели побывать князь Воронцов, Муравьев, князь Баратынский и Великий князь Михаил Николаевич.

I think it's either
During this time, prince Vorontsov, Muravev, prince Baratynsky and grand duke Mikhail Nikolaevich were all in the Caucuses at some point.
or
During this time, prince Vorontsov, Muravev, prince Baratynsky and grand duke Mikhail Nikolaevich were all vicars in the Caucuses at some point.

Or suggest a better translation. Thanks!

Только я бы сказал vice-roy и Grand Duke M.N.

This is the case.
"наместниках кавказских" is the same as "кавказских наместниках"
The noun+adj. model is one of the obsolete constructions in Russia rarely used in common language nowadays.
